Dubai Introduces New Public Safety Law to Strengthen Events, Public Spaces, and Daily Life

Dubai, UAE — Dubai has taken a major step forward in strengthening public safety with the introduction of Law No. (2) of 2026, a comprehensive regulation designed to enhance safety across events, public venues, buildings, and everyday activities.


Issued by his Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the law establishes a clear framework to protect lives, safeguard property, reduce accidents, and support sustainable urban growth.


The new legislation will officially take effect on June 1, 2026, and will be published in the Official Gazette.

A key focus of the law is ensuring safe and well-managed events, especially in locations where large crowds gather.

Under the new regulations, event organizers and venue operators are now required to:


✔️ Implement strict crowd control measures and capacity limits

✔️ Ensure proper lighting, ventilation, and safe access points

✔️ Maintain high-quality and safe equipment standards

✔️ Control noise levels to protect attendees


In addition, all venues must provide:

• Fire-fighting systems and alarm devices

• Emergency evacuation plans

• First-aid equipment

• Trained safety supervisors

• Clear safety signage

• A structured public safety management plan


These measures aim to ensure that Dubai continues to host world-class events safely while providing peace of mind to residents and visitors alike.

The law extends beyond events, covering residential, commercial, and recreational areas.

Property owners, operators, and service providers are fully responsible for maintaining compliance with all safety standards.

⚠️ Strict Rules on Hazardous Materials and Unsafe Activities

To further enhance safety, the law prohibits:

🚫 Unauthorized handling of explosives, fireworks, toxic, or flammable materials🚫 Disposal of hazardous substances in regular waste systems

🚫 Tampering with public infrastructure such as drainage or sewer systems

🚫 Selling or using unsafe or non-compliant products


All products must include clear safety instructions in both Arabic and English, ensuring accessibility and awareness for all users.


💰 Penalties for Violations


The law introduces strict penalties to enforce compliance:

• Fines range from AED 500 up to AED 1,000,000

• Repeat violations within one year may result in fines up to AED 2,000,000


Dubai Municipality and authorized authorities have the power to inspect, report violations, and escalate cases when necessary.

Affected parties are given a two-year transition period to fully comply with the new law, with a possible extension subject to approval. This legislation replaces Local Order No. (11) of 2003 on Public Health and Community Safety, marking a significant upgrade in Dubai’s safety framework aligned with international standards.
